The Environment Agency was established in 1989 as the major environmental protection agency responsible for safeguarding and improving the natural water environment in England and Wales. The main functions of the NRA are water quality regulation, pollution control, water resources, flood defence, fisheries, recreation, conservation and navigation. The NRA is responsible for water quality in estuaries and coastal waters, to the three nautical mile limit. Water quality monitoring is split into three categories: statutory, national surveillance and regional operational monitoring. Statutory monitoring covers international, mainly European Union Directives such as the Dangerous Substances and Urban Waste Water Treatment Directives, and other national commitments, such as the National Marine Plan. Surveillance monitoring is a national NRA requirement to collect data in order to report on the state of the aquatic environment to the general public and the government.

 

Regional Operation Monitoring covers work for regional or local water quality issues or problems and includes, for example, discharge impact assessment studies. In each NRA Region, water quality data collected for these different purposes are held on public registers. Records and data may be inspected at the offices of the National Rivers Authority, by appointment, free of charge, or may be supplied by post at cost.
