The worldwide system of Regional Hydrographic Commissions (RHCs) coordinates hydrographic activity and cooperation at the regional level. The RHCs are made up of IHO Member States together with other regional States that wish to participate. RHCs work in close harmony with the IHO (International Hydrographic Organisation) to help further its ideals and program. RHCs meet at regular intervals to discuss such things as mutual hydrographic and chart production problems, plan joint survey operations, and resolve schemes for medium and large scale International Chart coverage in their regions.

The Baltic Sea Hydrographic Commission (BSHC) was established as RHC in 1983 following a recommendation made by the Hydrographers of the Baltic Sea. BSHC is an integrant part of the International Hydrographic Organisation (IHO), promotes the technical co-operation in the domain of hydrographic surveying, marine cartography and nautical information among the neighboring countries of the Baltic Sea region. The main objectives of BSHC are the coordination of the production of the Baltic Sea INT Charts, the coordination of hydrographic re-surveys, harmonization of chart datums, harmonization of Baltic Sea ENCs, and the exchange of information and the harmonization of practices with regard to various issues related to hydrography. A recent activity is the development of the Baltic Sea Bathymetric Database which is accessible via the portal. The chairmanship and secretariate of the BSHC is circulated on an annual basis between the Baltic member states.
