The Plymouth Marine Laboratory (PML) was formed in 1988 (largely in response to the recommendations of a House of Lords Report) by a merger of the NERC Institute for Marine Environmental Research (IMER) and the Laboratory of the Marine Biological Association (MBA). IMER had been created in 1970 through the merger of a number of units (the largest of which was the Edinburgh Oceanographic Laboratory (EOL), with a vision to satisfy a national need for coastal and marine research consolidated on one site in Plymouth. The primary driver of research activity at PML is to carry out fundamental, core strategic, and applied research of a world-class standard. Research at PML has always been timely and highly relevant to UK and international society needs, including those relating to the creation of wealth and quality of life, and the new EMPRESS programme has at its core the mission to contribute to the issues of global change and sustainability, which are of world-wide importance.

PML enjoys two formal academic partnership agreements, the Plymouth Marine Sciences Partnership (PMSP), and the PML University Network (PMLUN) recognised by 'Memoranda of Understanding' between the members. PMSP, comprising PML, University of Plymouth, MBA , SAHFOS and the National Marine Aquarium (NMA) exists to foster collaborative links within the marine science community in Plymouth. The partners engage in a variety of joint activities (e.g seminar series, annual Plymouth Marine Science public lecture). The PML University Network, formally established in 1994 - but building on longer established links-exists to promote collaborative work between the PML and our main university partners around the UK.

The PML Core Strategic Research Programme (EMPRESS) is a single programme, comprising three project elements, with an overall objective to reduce uncertainties in key processes in estuarine, coastal and shelf ecosystems, and an aspiration to develop better forecasting and predictive models. EMPRESS is highly interdisciplinary with numerous linkages between the three elements. The programme focuses on strategic issues of national and international importance and is highly relevant for the global societal needs of climate change and sustainability.
