- An ecosystem-oriented characterization and evaluation of representative habitats in our country, to observe both their present condition and also processes of change, provides an important basis for performing the following functions in good time:
* recognition of incipient deficiencies in the ecosystems,
* assessment of observations about the nature and extent of any deficiencies and of their consequences (damage),
* acquisition of understanding which will assist federal government in establishing policy priorities,
* elaboration of foundations on which the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety can apply its precautionary policy to protecting nature, the environment and human health.
As an important component of ecological environment observation, the Environmental Specimen Bank helps to carry out these tasks by generating, through its archives (i.e. chemically stable storage) of representative soil, plant, animal and human specimens, evidence which can be used to demonstrate ecological and toxicological states, by undertaking an initial characterization of these and, in addition, by analyzing air samples.
